Sustainability & transitions

APMG Health has been at the forefront of the global conversation on the contracting of non-state actors for the provision of HIV and TB services with government funds (“social contracting,” “public financing,” or “community financing”) over the last several years. APMG has been involved in the development and use of a number of tools, frameworks and resources related to social contracting.  

We also have over a decade of experience in assessing CSO absorptive capacity for funding, and have at our disposal training materials for self-assessment and strengthening of financial and management systems, which can be readily adapted for this contract. Our team has become intimately familiar with global documentations and experiences of social contracting, including those developed by the United Nations Development Programme, to capture global experiences.

 
  • Nicaragua Technical assistance: Preliminary analysis towards the development of a Sustainability Strategy for the response to HIV and Tuberculosis in Nicaragua (Global Fund, 2020)

  • El Salvador, Guatemala & Honduras Technical assistance: Analysis, recommendations and planning the development of mechanisms to contract non-state actors to provide TB/HIV services in El Salvador, Guatemala and Honduras (Global Fund, 2020)

  • Global Evaluation of the Global Fund’s investments in HIV, TB and malaria programs in over 50 Focused Countries, to include: Transitions – Evaluate the extent to which Global Fund investments have helped countries prepare financially and programmatically for a sustained response to each disease (which includes an analysis of CSO’s ability to be contracted by government to provide health services) (Global Fund, 2018-present)

  • Republic of Kosovo Development of a sustainable environment for contracting non-state actors in the Republic of Kosovo under the framework of the Global Fund program implementation (Global Fund, 2019)

  • Honduras Development of the Civil Society Report and Action Plan: Identification of risks and recommendations for the sustainability of the national response to HIV and TB in Honduras, as part of the Sustainability Strategy for the National Response to HIV and TB in Honduras (sub-contracted through Pharos Global Health, Global Fund 2019)

  • Argentina & Mexico Systematization of experiences contracting non-state actors in Mexico and Argentina (Global Fund, 2018)

  • Montenegro & Macedonia Technical assistance to the Open Society Foundations (OSF), the United Nations Development Programme (UNDP) and the Global Fund in exploring global experience and setting out the achievements and challenges associated with social contracting, including documenting experience in Montenegro and Macedonia (2017)

  • Multiple Countries Pilot of the Diagnostic Tool – social contracting assessments in Panama, Paraguay, Dominican Republic, Namibia, and Cambodia (Global Fund, 2016-2017)

  • Global Development of the Diagnostic Tool on Public Financing of CSOs for Health Service Delivery (Global Fund, 2016-2017)
